Position Summary: Under general supervision, coordinates the administrative and educational program activities for Head Start and Child Care centers under the Division of Early Childhood Development/Head Start Program. The work is normally reviewed upon completion, with occasional spot checks while in process, to ensure accuracy, timeliness and conformance to established standards; major work tasks are covered by instructions or procedures and unusual situations are referred to a supervisor. Essential Duties and Responsibilities: Supervises center staff and volunteers in a manner that promotes the goals and objectives of Head Start/Child Care components, policies, procedures and guidelines. Conducts needs assessment to identify training/educational needs of staff, based on the programs performance standards. Conducts safety check of building and playgrounds and order repairs as needed to ensure a clean, safe and healthy environment; conducts and documents monthly fire drills. Promotes and provides training in the area of early childhood development for the career development of staff and coordinates training with other centers. Conducts annual staff performance evaluations; maintains employee records; conducts and coordinates regular staff meetings; recommends to supervisor any necessary personnel action in accordance with the Nation's Personnel Policies and Procedure Manual. Assists staff with and approves daily, weekly, and monthly lesson plans; may assist staff with cooking and cleaning. Provides weekly and monthly written reports on a timely basis to the Division Manager office. Maintains up-to-date inventory on equipment and supplies for center; coordinates the purchase of supplies for the center through the Early Childhood Head Start Administration Office. Assists staff in administrating screening instruments for vision, hearing, speech/language and cognitive development. Keeps parents and co-workers informed of all program activities through monthly calendars, newsletters, memorandums, assists and supports the local parent group meetings, and telephone calls; participates in meetings between parents and teachers as required. Assists local parent group committees and volunteers with parent involvement activities. Substitutes for teachers as required. Performs other job related duties as assigned and contributes to a team effort. Knowledge, Skills, and Abilities: Knowledge of the Tohono O'odham culture, customs, and traditions. Knowledge of applicable federal, state, tribal laws, regulations and requirements. Knowledge of Head Start Act components, policies, procedures, and guidelines. Knowledge of early childhood development. Knowledge of diet and nutrition guidelines. Knowledge of CPR and emergency medical procedures. Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations. Skill in operating various word-processing programs and other office equipment. Skill in directing the activities of groups of children; evaluating progress, and maintaining an orderly classroom. Skill in supervising, training, and evaluating assigned staff. Skill in providing superior customer service to external and internal customers. Ability to have patience and work interactively with children. Ability to react calmly and effectively in emergency situations. Ability to coordinate administrative and educational programs. Ability to communicate efficiently and effectively both verbally and in writing. Ability to exercise independent judgment. Ability to handle multiple tasks and meet deadlines. Ability to establish and maintain positive and effective working relationships with other employees and the general public. Ability to maintain privileged confidential information. Ability to work independently and meet strict time lines. Ability to work extended hours and various work schedules. Minimum Qualifications: Associate's Degree in Early Childhood Education or Child Development Associate (CDA) or closely related field, and four years' work experience in classroom teaching, or an equivalent combination of training, education, and work experience which demonstrates the ability to perform the duties of this position. Two years of supervisory experience. Licenses, Certifications, Special Requirements: Upon recommendation for hire a criminal background and National FBI check is required to determine suitability for hire. Must obtain certifications in Cardio Pulmonary Resuscitation (CPR), Automated External Defibrillator (AED) and First Aid within the first six months after hire. Food Handler's card must be obtained within the first six months after hire. Must satisfy health requirements as defined by the federal program standards. Upon recommendation for hire, a criminal background and National FBI check is required to determine suitability for hire, including a 39-month Motor Vehicle Record. May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years). If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles. Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
